I don't understand

There are a lot of things I don't understand.  This is only one on a long list.

There is a trend going around this winter... and for the past few winters, now that I think about it.

Every time I go to SSU, I see young women walking around the campus.  They are wearing sweatshirts, have their hands bunched up in their sleeves, and are usually hugging themselves for warmth.

...while wearing skintight shorts that expose 95% of their thighs.  Seriously, some of these shorts barely qualify as belts. 

I'm not complaining, mind... but WHY?!?!??!?!

[EDIT: So far I've gotten only responses from folks who also don't understand.  What I'd really like is someone who does this to comment with their reasoning.  Hey, for all I know, there might be a really great reason.]

because some people think that if they don't have some skin exposed at all times, no one will find them attractive. I'm sorry, but when they do that they just look like idiots. Seriously, common sense shouldn't be this hard to come by.

shedding a little light i hope.
Alright- I also don't understand the concept of wearing this outfit in public but I have thought about it for a bit and have assembled a few possible reasons:

1. they think they have hot legs thus have a strong desire to show them off at all times. bonus for the small population of men who attend ssu and...are into that sort of thing.
2. they just got finished with a strenuous workout on the elliptical at the rec center/gym and didn't have time to change into pants before class. kinda icky, hoping that's not it.
3. it is a lion taming outfit and ssu is full of circus performers in training.

that's it. no other possible reason. i'm betting on 3

1. There are some VERY nice legs at SSU, no doubt. However, even the nicest legs look really out of place when covered in goosebumps and directly beneath eskimo-like sweatshirts.

2. This one was actually my first thought, but, I mean, anyone can put a pair of sweatpants on over their shorts in about 5 seconds.

3. I hope they begin performances soon! I'll stand in line for tickets to that. :D

You mean this phenomenon occurs at the post-secondary level here too? I thought it was just the junior high kids I see each day, shivering in their shorts and "jackets" (aka thin hoodies). I'm from Toronto and even I need to wear warm clothes when it hits the low 30s.
